Any intervention to my hero H.H. Richardson's work borders on criminality.
Freeing it of encroachments, tuning up the interior and maybe an underground connection to new facilities are acceptable.  Surround it with some sensible town planning and support.  Cure the patient, do not add an extra appendage.
