The Lower Manhattan Development Corporation and subsequent 'planning' competitions to redesign the former World Trade Center site ignored the same fundamental issues that gave rise to the original O Zone Manifest O. O Zone Manifest II is both a critique of the failed planning process and a call for civic planning that is responsive to the modern city's requirements and the needs of its citizens.
