O Zone Manifest O

 and uninvited competition entry, 1999

New Jerk City

A competition to redesign the area over the Penn Rail Yards and redefine local evolution pointedly lacked confrontation with NYC's fundamental urban planning issues.  In an effort to mildly disrupt the process we (as uninvited contestants) proposed new Rules of the Competition in the form of the O Zone Manifest O which more properly addressed the required urban planning and civic issues required.
As an example of what the new rules required we proposed New Jerk City, extending the rules of open zones amid density, natural resource protection, infrastructure primacy, flexibility, and cultural respect to New York City and across the river to a conceptually aligned New Jersey.
