Coaching little league on the roof of a pier in the middle of the Hudson within view of Lady Liberty is one of those experiences unique to New York City (and something locals will fiercely fight park, city, or state officials, outside developers, and even common sense to maintain).
Through many iterations as competition, as community offered diagrams, and air rights studies, Pier 40 remains one of those NYC recalcitrants. Everyone has a pretty good idea of what they want, but politically (financially) no one knows quite how to get there.
All natural and man-made resources are public resources to be protected and paid for publicly. Period.
